Traffic light v1.1 [Schumi] [1.54.x]

Mod increases the mode of operation of traffic lights in 2 times.

Also increased AI traffic refueling time, for cars 30 seconds instead of 15, for truck 60 seconds instead of 30.

Version 1.1:

- Changed AI traffic refueling time for cars from 15 to 30 seconds (works randomly), for trucks from 30 to 45 seconds (works randomly)
